Michael A. Andrews

Michael A. Andrews is a former United States Congressman who provides a wealth of Beltway experience on behalf of Levick clients. He is a public policy counselor with particular expertise on federal income taxation and renewable energy policy, providing clients key strategic advice and representation before the Congress.

Mr. Andrews represented the Twenty-fifth Congressional District of Texas in the U.S. House of Representatives from 1983-1994. He was the president of his freshman Democratic class, receiving numerous awards for legislative work. In 1990, he was named one of Congress’ “Rising Stars” by the National Journal.

Mr. Andrews served as a member of the Committee on Ways and Means, which has jurisdiction over federal tax legislation, health care, trade, and welfare policies. He was also a member of the Budget Committee and the Joint Economic Committee.

Among his clients, Mr. Andrews currently represents the largest electric utility company in the Pacific Northwest, the largest wind power trade association in the nation, and the major trade association for the geothermal industry.

Notable past clients have included international wind power developers in projects in South Texas and Oregon. Mr. Andrews also represented The Pew Charitable Trusts as well as a prominent Texas university teaching hospital as that institution successfully sought $50 million from the U.S. Congress to fund an innovative emergency services telemedicine project.

Mr. Andrews is a member of the Texas State Bar, the District of Columbia Bar; and the Council on Foreign Relations. He is the author: of “Tax Simplification,” published by SMU Law Review in 1993. In 2006, Bright Sky Press published his book, Historic Texas Courthouses.

He is a Trustee Emeritus of the National Trust for Historic Preservation, and a Member of the Council of Advisors, the Center for American History, the University of Texas at Austin. He is a former member of the Board of Visitors, University of Texas-M.D. Anderson Cancer Center and the Development Board of the University of Texas Health Science Center at Houston.

He is admitted to practice in Texas and the District of Columbia. Mr. Andrews was Assistant District Attorney from 1972 to 1976 in Harris County, Texas, and a partner at Vinson & Elkins, LLP from 1995 to 2002.

Mr. Andrews earned his B.A. from the University of Texas and his J.D. from Southern Methodist University.
