Among the perils anticipated in the aftermath of 9/11, none was more exigent than the threat to our food sources and agricultural resources. Few threats pose greater danger of nationwide panic.
With an eye toward America’s growing dependence on agricultural imports, the Department of Agriculture instituted a vigorous initiative to train its executives and commodity program spokespeople around the country to address all possible crisis scenarios. Public communications was a key component and – seven years after the attack – the USDA remains a model for how government must prepare for emergencies that demand nationwide outreach.
