In seeking one of the largest antirust fines in history Stolt-Nielsen S.A., a Norwegian shipping company, the Justice Department breached a 2002 amnesty agreement with the company. In response, an aggressive communications campaign reframed the issue to focus on the government’s broken promises and prosecutorial overreach, and did so throughout the U.S. and Europe, including an aggressive public affairs communications campaign to isolate the Justice Department. A federal judge dismissed the case in 2007 and the Justice Department announced on Christmas Eve 2007 that it would not appeal – a complete victory for the company.
